Tony Seruga, a CIA whistleblower, claims that Cuban and Chinese operatives are physically present in Minneapolis and have held repeated in person meetings with Gov. Tim Walz and Minneapolis Mayor Jacob Frey. Seruga made the claims in a Substack post that has rapidly circulated online, framing them as the product of GPS based investigations he says he conducted with partners.

Seruga asserts that his team has access to extensive mobile location data and claims it shows foreign actors meeting with Minnesota leadership. He presents this as a national security issue, arguing that Americans should be asking whether conversations described as positive by President Donald Trump also included foreign intelligence interests.

While no federal agency has publicly confirmed Seruga’s allegations, allegations of this magnitude definitely warrant more investigation, evidence, corroboration, and formal investigation, not blind acceptance or instant dismissal.

Seruga argues that even the possibility of such meetings should trigger immediate federal review. He frames the issue as one of transparency and national security rather than partisan politics.

At this stage, the responsible position is clear. These claims should not be ignored. They should be investigated. If the allegations are false, they must be debunked publicly and conclusively. If there is truth to them, the implications would be profound.
